Council President Nolin made a MOTION to approve the minutes from the May 13, 2014 Common Council meeting.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Ordinance No. 4 for 2014
 
AN ORDINANCE TO AMEND CHAPTER 215-8 OF THE CODE OF THE CITY OF COHOES REGARDING THE INSPECTIONS FOR TRANSIENT – OCCUPANCY DWELLINGS
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 4 for the year 2014 passed.

AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 280 OF THE CODE OF THE CITY OF COHOES REGARDING PERMIT REQUIRED FOR LAYING OR ALTERING CONNECTIONS TO WATER SUPPLIES
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 5 for the year 2014 passed.

AN ORDINANCE DATED JUNE 24, 2014, AUTHORIZING NOT TO EXCEED $3,000,000 AGGREGATE PRINCIPAL AMOUNT OF SERIAL GENERAL OBLIGATIONS BONDS TO FINANCE CAPITAL IMPROVEMENTS IN THE CITY OF COHOES, AT AN ESTIMATED MAXIMUM COST NOT TO EXCEED $3,000,000, LEVY OF TAX IN ANNUAL INSTALLMENTS IN PAYMENT THEREOF, THE EXPENDITURE OF SUCH SUM FOR SUCH PURPOSES AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH
 
Mayor Primeau, “This is on the filtration plant, and so everyone knows, we are going to inspect the tower before we put it out to bid.  This was inspected two years ago, and want to make sure everything is right.
 
Council Member Ceccucci, “I still find this ludicrous, but would like to state that I am against this, but will vote “AYE”, because I don’t want to stop the process”.
 
Council Member Signoracci, “Would like to get quotes for repair and replace”.
 
Comptroller Durocher, “There is a cost for writing specs for projects”.
 
Mayor Primeau, “We are going out with an RFP and will see what numbers come in at”.
 
Council Member Signoracci, “We are replacing water meters, do we have the same system as Albany? Can we share equipment?”
 
Mayor Primeau, “There is failure in some of the meters, and the operating system that reads the meters”.
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 6 for the year 2014 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2014
 
Mayor Primeau, “This is to transfer monies to City Planner for duties because we are not filling a position in Engineering”.
 
Council Member Signoracci, “Are part of her duties going to be inspections?  Is this something that she has done in the past as part of her duties?”
 
Mayor Primeau, “Also this is part of the MS4 Coalition meetings.  She performs ROP’s and MRI’s when people are out sick.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 23 for the year 2014 passed.  Budget transfers are attached.

A RESOLUTION REQUESTING THE NEW YORK STATE DEPARTMENT OF TANSPORTATION TO PERFORM A HIGHWAY OR BRIDGE BETTERMENT PROJECT PURSUANT TO HIGHWAY LAW ’10 (27), AND APPROPRIATING FUNDS THEREFORE
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 24 for the year 2014 passed.

A RESOLUTION AUTHORIZING THE EXECUTION OF A LEASE AGREEMENT REGARDING OFFICE SPACE LOCATED AT THE COHOES PUBLIC LIBRARY
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 25 for the year 2014 passed. 
 
Introduction of Local Law 1-I for the year 2014 entitled:  A LOCAL LAW TO AMEND THE CODE REQUIRING QUARTERLY REPORTS FROM THE COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT
 
A public hearing will be held at the July 22, 2014 Common Council Meeting.

At 7:40 PM, with no public comments being made, Council Member Ceccucci made a MOTION to adjourn.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
