Council Member Signoracci made a MOTION to approve the minutes from May 27, June 13 & 24, 2014 Common Council Meetings.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 29 for 2014
 
A RESOLUTION APPROVING A SETTLEMENT FOR THE FOUNDRY FOR ART DESIGN + CULTURE, LLC
 
Greg Teresi, Corporation Counsel, “The original notice of claim was for about $8,000.00, for loss of use of space, some equipment and artists who were subsidizing the rent.  Based on that, we negotiated to a $4,000.00 settlement”.
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 29 for the year 2014 passed.

A RESOLUTION APPROVING THE AMENDMENT OF THE LICENSE AND MANAGEMENT AGREEMENT BETWEEN THE CITY OF COHOES AND THE FOUNDRY FOR ART DESIGN + CULTURE, LLC
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 30 for the year 2014 passed.

A RESOLUTION APPROVING ACCEPTANCE OF A DONATION OF REAL PROPERTY (PORTION OF PARCEL, TAX MAP NO. 10.67-2-7; 12 WHITE STREET)
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 31 for the year 2014 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2014
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 32 for the year 2014 passed.  Budget transfers are attached.

A RESOLUTION SUPPORTING THE REQUEST FOR DESIGNATION OF PROPERTIES WITHIN THE COHOES BOULEVARD BROWNFIELD OPPORTUNITY AREA STUDY
 
Ed Tremblay, Community Development Director, “This has been a 7 year process, from when we went from a pre-nomination stage to a nomination stage.  Last November we accepted the final BOA report.  Several sites could be designated as eligible Brownfield areas.  This allows developers and the City to apply for tax credits if these sites are designated.  There are about 10 sites included in the report.  There is no financial obligation from the city.”
 
Council Member Kennedy, “I know this took a great deal of work on your part to bring this project to this point, and would like to commend you for all of your hard work.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 33 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 34 for 2014
 
A RESOLUTION APPOINTING THE THIRD WARD COUNCILMAN
 
Mayor Primeau, “This appoints William Ricard as the 3rd Ward Council Member.”
 
Gil Ethier, 26 Middle St., “I would like to commend you Mayor, and the Council on the way this procedure was conducted.”
 
Mayor Primeau, “Thanks also go to the Council for all the hard work this past year and helping in the 3rd Ward.  All the members were happy to help.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 34 for the year 2014 passed. 
 
At 7:35 PM, with no public comments being made, Council Member Turcotte made a MOTION to adjourn.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
