COMMON COUNCIL PROCEEDINGS

Mayor Primeau led in the Pledge of Allegiance at 7:00 PM
 
Roll call was taken
 
PRESENT:      Mayor Primeau                                   ABSENT:        None

Council Member Signoracci
 
Council Member Turcotte made a MOTION to approve the minutes from September 23, 2014 Common Council Meeting.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci introduced Resolution No. 38 for 2014
 
A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2014
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 38 for the year 2014 passed.  A copy of budget transfers are attached.
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci introduced Resolution No. 39 for 2014
 
A RESOLUTION APPOINTING COMMISSIONERS OF DEEDS FOR THE CITY OF COHOES
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 39 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci introduced Resolution No. 40 for 2014
 
A RESOLUTION APPROVING ACEPTANCE OF THE DONATION OF A FLAGPOLE
 
Mayor Primeau, “This flagpole was down at St. Michaels, at the end of Page Ave.  They did away with the monument that was there, and asked if the City would like the flagpole.  We are going to accept it, and if at any time one of the parks could use it, we will have it on hand.”
 
Council Member Signoracci, “We don’t know where it is going yet?”
 
Mayor Primeau, “No, right now we are just putting it in stock.  If we ever need it at one of our parks, it will be there.”
 
Council Member Ceccucci, “It would be nice at one of the entrance ways to the City, as opposed to the Council fighting over their wards.”
 
Mayor Primeau, “I don’t think that would happen.  I have no problem putting it where you would like to, but the first thing is to accept the donation.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 40 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci introduced Resolution No. 41 for 2014
 
A RESOLUTION AUTHORIZING AND DIRECTING THE TREASURER TO ABATE AND CANCEL CERTAIN TAXES AS HEREINAFTER SET FORTH
 
Mayor Primeau, “This is on a parcel known as 12 White Street that was given to the City by the County.  We must delete the taxes because it is now our parcel.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 41 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci introduced Resolution No. 42 for 2014
 
A RESOLUTION REGARDING THE STANDARD WORKDAY FOR APPOINTED OFFICIALS WITH SET HOURS, BASED ON TIMEKEEPING SYSTEM RECORDS
 
Mayor Primeau, “This is one of the things that was found in the audit, and talked about at the workshop.”
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ricard, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 42 for the year 2014 passed. 
 
PUBLIC COMMENT
 
Tim Thibedeau, 113 Massachusetts Ave., “When I go on-line to look at the agenda, and it states that money is being transferred, why does it not identify which funds or accounts?”
 
Mayor Primeau, “It does show from which funds to which funds it is being transferred to.”
 
Jason Oliver, McDonald Drive, “As most of you know, I am President of the DPW Union.  There has been a lot of talk the last few months about the condition of the City and jobs not being done.  Specifically the complaints of workers not doing their jobs.  Some of this is true.  You guys are angry and so is the staff.  If you guys think we are receiving all the jobs out there, you are dead wrong.  We can only do what we are given to do.  Very difficult, when foreman, at 7:00 AM still don’t know what to do.  It is not being passed down to the workers who are out in the field.”
 
Mayor Primeau, “We sat there over the summer and you were told the reason. I thought we had things talked about.  They are coming to you because some of them do not want to listen to their foreman.”
 
At 7:32 PM, with no further public comments being made, Council President Nolin made a MOTION to adjourn.  Seconded by Council Member Turcotte.  All members voted “AYE”.  The motion passed.
