Mayor Morse led in the Pledge of Allegiance at 7:00 PM
 
Roll call was taken
 
PRESENT:      Mayor Morse                                      EXCUSED:     NONE
Council President Briggs                                          
Council Member Smith
Council Member Russell
Council Member McCarthy
Council Member Napier
Council Member Koniowka
 
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Ordinance No. 1 for 2016
 
AN ORDINANCE TO AMEND CHAPTER 67, ARTICLE II, SECTION 67-7, 67-9, AND 67-11 OF THE CITY CODE WITH RESPECT TO THE PURCHASING PROCUREMENT POLICY
 
Council Member Napier made a MOTION to amend Ordinance No. 1 for 2016 so that any spending without quotes or approval be reported to the Council at the next monthly meeting.”
 
Council President Briggs, “It would need to be in excess of the $1,500.00”
 
Council Member Koniowka, “We are referring to item “B” which states “The Mayor can make a purchase of $0 to $9,999.00 without quotes or other approval.”
 
Michael Durocher, “I send out monthly reports at the beginning of every month which shows all spending.”
 
Council Member Napier, “I withdraw the motion to amend.”
 
A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, Koniowka voted “AYE”.  Ordinance No. 1 for 2016 passed.
 
Public Comment
 
Mr. Gullie, “ I would like to hear more about the $9,999.00”.
 
Mayor Morse, “The State Comptroller came into the City and conducted an audit of our procurement policy.  Said it was highly outdated, and the City couldn’t function because in the event an item was more than a department head could spend, there was nothing in the middle and they had to go in front of a board and follow a process which sometimes took days.  The State Comptroller stated we needed to put in some layers to keep us running.”
 
At 7:20 PM, with no further public comments being made, Council Member Napier made a MOTION to adjourn.  Seconded by Council Member Smith.  All members voted “AYE”.
