At 7:00 PM, Public Comment period began:
 
Charles Pepko, 326 Ontario St., “We have a lot of garbage in the neighborhood.  We have all kinds of garbage on Sargent St.  Construction debris.  Garbage cans are left out in front of properties all the time.  Now with the warmer weather, rats and skunks are raiding the garbage.  Since the last time I spoke to the Council, the police have acted, I am finding less syringes on the properties.  There have been no problems with the heroin dealers in the parking lot or down by Mick’s.  But they are down on Van Vecton and Olmstead Streets.  I also appreciate the increased police patrol, it makes it safer.  The seniors in my neighborhood can walk out now at night.”
 
Mayor Morse, “We will send a truck first thing in the morning to check on the garbage.”
 
Tim Thibideau, 113 Massachusetts Ave., “Perhaps my question is best for Randy, being the Chair of the Taxes & Assessment Committee.  We have the grievance hearing is tonight.  Do you know who the chairperson is?”
 
Council Member Koniowka, “I don’t know that at this time.”
 
The minutes from April 12 and 26, 2016 were presented for approval.  All members voted “AYE”.  Minutes were approved.

A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2016
 
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 35 for the year 2016 passed.  Budget transfers are attached.

A RESOLUTION AUTHORIZING THE CITY OF COHOES TO FILE AN APPLICATION FOR FUNDING PURSUANT TO NEW YORK STATE REGIONAL ECONOMIC DEVELOPMENT COUNCILS’ DOWNTOWN REVITALIZATION INITIATIVE
 
Mike Jacobson, Director Community Development, “The Governor announced a few weeks ago, a $100,000,000.00 downtown revitalization initiative.  This will award $10,000,000.00 to 10 cities, towns, and or villages.  We have already submitted our intent to apply, and we are in the process of putting our application together.  Due by 4:00 PM, June 1, 2016.  We have had 3 ½ weeks to prepare our application, but I can assure you, it is a best in class application.  My purpose is the Resolution to allow the Mayor to execute the application when it is completed, and the other is to gather a letter of support from the Council and Mayor to include with the application.  I did get a list of the 10 city and towns who are applying, and we are on the list.”

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 37 for the year 2016 passed.

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Ordinance No. 2 for the year 2016 passed.
 
Mayor Morse requested the Council table Ordinance No’s. 3, 4, and 5 for 2016 so Corporation Counsel could look into the wording of the legislation further.
 
Council Member Russell made a MOTION to table Ordinance No.’s 3, 4, and 5 for 2016.  Seconded by Council Member Napier.  All members voted “AYE”.  Ordinance No.’s 3, 4, and 5 for 2016 were tabled.
 
At 7:35 PM, Council Member McCarthy made a MOTION to adjourn.  Seconded by Council Member Napier.  All members voted “AYE”.
