Public Comment Period:  No comments

 

Council Member Smith made a MOTION to approve the minutes from March 28, 2017 meeting.  Seconded by Council President Briggs.  All members voted “AYE”.  The motion passed.

 

Garry Nathan, City Engineer gave a report regarding the MS4 Stormwater plan.  This report will be available on the City’s Webpage for viewing.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Ordinance No. 1 for the year 2017

 

AN ORDINANCE AMENDING CHAPTER 107, ARTICLE I, SECTION 107-1 OF THE CITY CODE REGARDING DOGS AND CATS

 

Council Member Napier made a MOTION to approve Ordinance No. 1, seconded by Council President Briggs.  All members voted “AYE”.  Ordinance No. 1 for 2017 passed.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 22 for the year 2017

 

A RESOLUTION DESIGNATING THE MUNICIPAL WORK AT 319 VLIET BLVD (TAX MAP NO. 10.10-1-1) AS A SEQRA TYPE II ACTION

 

Council Member Smith made a MOTION to approve Resolution No. 22, seconded by Council Member McCarthy.  All members voted “AYE”.  Resolution No. 22 for 2017 passed.

A RESOLUTION CORRECTING A RESOLUTION APPOINTING A MEMBER TO THE BOARD OF ETHICS

 

Council Member McCarthy made a MOTION to approve Resolution No. 23, seconded by Council Member Russell.  All members voted “AYE”.  Resolution No. 23 for 2017 passed.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 24 for the year 2017

 

A RESOLUTION APPROVING THE SETTLEMENT OF AN ARTICLE SEVEN TAX ASSESSMENT PROCEEDING REGARDING 31 ONTARIO STREET (TAX MAP NO. 11.62-1-4.1)

 

Council Member Russell made a MOTION to approve Resolution No. 24, seconded by Council Member Smith.  All members voted “AYE”.  Resolution No. 24 for 2017 passed.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 25 for the year 2017

 

A RESOLUTION AUTHORIZING THE IMPLEMENTATION, AND FUNDING IN THE FIRST INSTANCE, OF 100% OF THE FEDERAL-AID AND STATE-AID ELIGIBLE COSTS OF A TRANSPORTATION FEDERAL-AID PROJECT AND APPROPRIATING FUNDS THEREFOR

 

Council Member McCarthy made a MOTION to approve Resolution No. 25, seconded by Council Member Russell.  All members voted “AYE”.  Resolution No. 25 for 2017 passed.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 26 for the year 2017

 

A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2017

 

Council Member Russell made a MOTION to approve Resolution No. 26, seconded by Council President Briggs.  All members voted “AYE”.  Resolution No. 26 for 2017 passed.  A copy of budget transfers is attached.

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 27 for the year 2017

 

A RESOLUTION DESIGNATING THE MUNICIPAL WORK AT WEST END PARK AND LANSING PARK AS A SEQRA TYPE II ACTION

 

Council Member Koniowka, “It is exciting to see the veterans’ project going forward.”

 

Mayor Morse, “Thank you Randy.”

 

Council Member McCarthy, “Will there be any in-house work?”

 

Mayor Morse, “We are working on putting that together now.”

 

Council Member Koniowka made a MOTION to approve Resolution No. 27, seconded by Council Member Napier.  All members voted “AYE”.  Resolution No. 27 for 2017 passed. 

 

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 28 for the year 2017

 

A RESOLUTION DESIGNATING THE CITY FOR APPROVAL OF MUNICIPAL WORK AT CITY HALL, 97 MOHAWK STREET AND A WEB PORTAL FOR THE COHOES SENIOR CENTER BUILDING

 

Council Member Koniowka made a MOTION to approve Resolution No. 28, seconded by Council Member Russell.  All members voted “AYE”.  Resolution No. 28 for 2017 passed.
