COMMON COUNCIL PROCEEDINGS

Mayor McDonald led in the Pledge of Allegiance at 7:00 PM

Roll call was taken

PRESENT:       Mayor McDonald                     EXCUSED:      Council Member Ceccucci

Council Member Signoracci

Council Member Signoracci made a MOTION to approve the minutes of the January 4 and 26, 2010 Common Council Meetings.  Council Member Kennedy seconded the motion, all members voted “AYE”.  The motion passed

 

At 7:01 PM, a Public Hearing was conducted regarding the 2010 Home Program Grant.  Mayor McDonald stated that this is a $400,000.00 grant application through the Department of Housing and Community Renewal, with $32,000.00 being used for administrative purposes.

At 7:04 PM, with no public comment being made, Council Member Signoracci made a MOTION to close the Public Hearing, Council Member Turcotte seconded the motion, all members voted “AYE”.  The motion passed.

At 7:04 PM, a Public Hearing was conducted regarding the 2010 Main Street Grant.  Mayor McDonald stated that this is up to a $200,000.00 grant application for the downtown area, and will include a small part of Ontario; White; Howard, Congress and Columbia Streets.  There is no match required from the City.

At 7:06 PM, with no public comment being made, Council President Primeau made a MOTION to close the Public Hearing, Council Member Turcotte seconded the motion, all members voted “AYE”.  The motion passed.

At 7:06 PM, a Public Hearing was conducted regarding the 2010 Community Development Block Grant.  Mayor McDonald stated that this application is due by April 23, 2010.  The City can apply for up to $600,000.00 for water/sewer work on the Island, which has a history of discolored water.  This meeting is for the public to state any other projects they may like to see considered.

At 7:10 PM, with no public comment being made, Council Member Signoracci made a MOTION to close the Public Hearing, Council Member Nolin seconded the motion, all members voted “AYE”.  The motion passed.

At 7:10 PM, a Public Hearing was conducted regarding Local Law 1-I entitled:  A LOCAL LAW TO AMEND SECTION C6-6 OF THE CITY CHARTER REGARDING THE DATE BUDGET REPORTS ARE DUE

At 7:12 PM, with no public comment being made, the Public Hearing was closed.

A LOCAL LAW TO AMEND SECTION C6-6 OF THE CITY CHARTER REGARDING THE DATE BUDGET REPORTS ARE DUE

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci voted “AYE”.  Local Law No. 1-I for 2010 passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci introduced Resolution No. 3 for the year 2010

 

A RESOLUTION AMENDING THE ANNUAL BUDGET

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci voted “AYE”.  Resolution No. 3 for 2010 passed.  Budget transfers are attached.

A RESOLUTION AUTHORIZING THE MAYOR TO FILE AN APPLICATION UNDER THE HOME INVESTMENT PARTNERSHIP PROGRAM AND AUTHORIZING THE MAYOR TO ACCEPT AND RECEIVE A GRANT FOR COMMUNITY DEVELOPMENT PURPOSES

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci voted “AYE”.  Resolution No. 4 for 2010 passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci introduced Ordinance No. 1 for the year 2010

 

AN ORDINANCE AMENDING ARTICLE II TO CHAPTER 56 OF THE CODE OF THE CITY OF COHOES REGARDING THE TRAVEL EXPENSE POLICY

Council Member Signoracci made a MOTION to amend §56-8. A.:  To change the 90 mile radius to 120 miles.

There was not a second to this motion.  The motion was not carried.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, and Nolin voted “AYE”.  Council Member Signoracci voted “NAY”.  Ordinance No. 1 for 2010 did not pass.

PUBLIC COMMENTS

Tony Savaria, “I am the new president of the Cohoes Little League, and would just like to formally introduce myself.”

At 7:35 PM, with no further business to come before the Council, Council Member Signoracci made a MOTION to adjourn, seconded by Council President Primeau.
