A RESOLUTION AMENDING THE ANNUAL BUDGET
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 23 for 2010 passed. Budget transfers are attached.

A RESOLUTION AUTHORIZING CWSRF APPLICATION AND AGREEMENT FOR PROJECT FINANCING NEW YORK CLEAN WATER STATE REVOLVING FUND
 
Mayor McDonald, “As discussed at our last workshop, this deals with sewer separation projects that Garry Nathan, City Engineer has made presentations on. This will allow us to get into long term borrowing at a reduced rate. This Resolution only supports the application.”
 
Council Member Signoracci, “Has the application been filed?”

A RESOLUTION TO AMEND SECTION A290 OF THE CITY CODE WITH RESPECT TO RETURNED CHECKS AND RESIDENTIAL OCCUPANCY PERMIT FEES

Mayor McDonald, “This is a Resolution of Support. The Smoke Free Coalition will provide appropriate signage.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Ordinance No. 2 for 2010 passed.

AN ORDINANCE APPROVING THE GRANTING OF A PERMANENT EASEMENT ACROSS CITY-OWNED REAL PROPERTY
 
Mayor McDonald, “As discussed at the last workshop, this is for a lease with Verizon, in order for them to bury their conduit and services underground on Van Schaick Island. This is directly related to the school project that is currently going on.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Ordinance No. 3 for 2010 passed.

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LICENSE AND MANAGEMENT AGREEMENT REGARDING SPACE IN THE COHOES MUSIC HALL
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Ordinance No. 4 for 2010 passed.

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LEASE AGREEMENT REGARDING SPACE IN THE COHOES MULTI-SERVICE CITIZENS CENTER, INC.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Ordinance No. 5 for 2010 passed.
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Ordinance No. 6 for the year 2010
 
AN ORDINANCE AUTHORIZING THE BOARD OF ASSESSMENT REVIEW TO CORRECT THE 2010 ASSESSMENT ROLL AND AUTHORIZING THE TREASURER OF THE CITY OF COHOES TO ACCEPT TAXES ON A CORRECTED BASIS AS HEREINAFTER MORE FULL SET FORTH
 
Mayor McDonald, “This parcel is Tax Map # 10.9-2-16, 12 Willowbrook Lane. This is due to a clerical error and has been addressed by the County also.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Nolin, Ceccucci, and Signoracci voted “AYE”. Ordinance No. 6 for 2010 passed.
 
PUBLIC COMMENTS
 
George Hebert, Masten Avenue, “Has there been any further discussions on the Commuter Train Development?”
 
Mayor McDonald, “The priority statewide right now is the East/West corridor from Albany to Buffalo. That is garnering the majority of attention.”
 
At 7:15 PM, with no further business to come before the Council, Council Member Signoracci made a MOTION to adjourn, seconded by Council Member Ceccucci. The motion passed.
