Council President Primeau made a MOTION to approve the minutes of the June 22, 2010 Common Council Meeting. Council Member Signoracci seconded the motion, all members voted “AYE”. The motion passed
 
At 7:01 PM, a Public Hearing was conducted regarding Local Law 3-I entitled: A LOCAL LAW ELECTING A RETIREMENT INCENTIVE PROGRAM AS AUTHORIZED BY PART A – CHAPTER 105, LAWS OF 2010 OF THE STATE OF NEW YORK FOR ELIGIBLE EMPLOYEES OF THE CITY OF COHOES

At 7:02 PM, with no further public comment being made, Council Member Signoracci made a MOTION to close the Public Hearing, Council Member Ceccucci seconded the motion, all members voted “AYE”. The motion passed.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Local Law No. 3-I for 2010 passed.

Mayor McDonald, “This legislation awards demolition contracts to DiTonno & Sons, 4216 Albany Street, Colonie for the demolition of; 86 Chestnut St. for $13,900, 26 Congress St. for $ 13,900, 58 Continental St. for $13,700, 110 Heartt Ave. for $13,200, 7 Richmond St. for $19,900, 12 White St. for $46,600, and 69 Vliet St. for $18,800, as the lowest responsible bidder.”
 
Herb Hyde, 320 N. Mohawk St., “I am speaking here today on behalf of my hope the theater be saved? My gut feeling is that it can if given time for developers to come in. Has the City gotten any estimates for repair?”
 
Mayor McDonald, “The roof alone is over $100,000.00 to repair, without the asbestos and mold remediation and other repairs”.

A RESOLUTION APPROVING A SETTLEMENT AGREEMENT WITH NIAGARA MOHAWK POWER CORPORATION REGARDING THE LOCAL MUNICIPAL GROSS RECEIPTS TAX
 
Mayor McDonald, “This was discussed in executive session and at the last workshop. In December 2008, City of Cohoes received two letters from National Grid demanding back gross receipts taxes paid in error. The total is about $75,000.00. The City and many other communities worked to ward off the payment. This sets forth the process to collect the gross receipts tax.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 34 for 2010 passed.

A RESOLUTION APPROVING THE AWARD OF A CONTRACT FOR WATER METERS
 
Mayor McDonald, “Legislation awards a contract to Total Control Systems, Hamburg, NY for water meter replacement for $53,414.00.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 35 for 2010 passed.
 
Introduction of Local Law 4-I entitled: A LOCAL LAW TO AMEND THE CODE OF ETHICS
 
A public hearing will take place in September.

At 7:28 PM, with no further business to come before the Council, Council President Primeau made a MOTION to adjourn, seconded by Council Member Signoracci. The motion passed.
