COMMON COUNCIL PROCEEDINGS

Mayor McDonald led in the Pledge of Allegiance at 7:00 PM
 
Roll call was taken

Council Member Signoracci
 
Ken Claflin, Cusack and Company, gave a presentation of the City’s 2010 audit. (Unable to hear presentation on recording).
 
At 7:20 a Public Hearing was conducted regarding ward boundaries and redistricting.
 
Mayor McDonald, “As was advertised in the official news paper recently, we are starting to go through the process of redistricting. As it was discussed at a Common Council Workshop a couple months ago, we were waiting for the numbers from the census. As many of you know, New York State was one of the last states in the country to receive their census numbers. Only about a few weeks ago we got our numbers. The Council had a redistricting committee meeting last week to discuss some options in regards on how to go forward. The reason things are a little different is because this is an election year. Petitions are out the first week in June, so the Board of Elections needs the new boundaries. Jack McEneny has just gotten the numbers and is in the process of re-doing the new ward boundaries.”
 
Jack McEneny, “I am very familiar with the wards in Cohoes. There are several large blocks in Cohoes in which you need to count by hand.” (Unable to hear on recording).
 
Gil Ethier, Middle St., “Speaking as Democratic Chairman, I do not want to upset voters who would need to change voting places”.
 
With no further public comment being made, at 8:20 PM, Council Member Signoracci made a motion to close the public hearing, seconded by Council Member Ceccucci. All members voted “AYE”, the motion passed.
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 14 for the year 2011
 
A RESOLUTION AMENDING THE ANNUAL BUDGET
 
A roll call vote was taken, Council President Primeau, and Council Members Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 14 for the year 2011 passed. Budget transfers are attached.
 
 
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 15 for the year 2011
 
A RESOLUTION APPROPRIATING PARKS AND MAINTENANCE RESERVES
 
Mayor McDonald, “This is the outcome of the Audit Committee Review that we had. Basically $100,000.00, taken from un-appropriated balance of General Fund, and reserved for unanticipated expenses whether it for parks or for maintenance”.
 
A roll call vote was taken, Council President Primeau, and Council Members Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 15 for 2011 passed.
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 16 for the year 2011
 
A RESOLUTION APPROVING THE AWARD OF THE CITY’S EXCESS WORKERS’ COMPENSATION INSURANCE CONTRACT
 
A roll call vote was taken, Council President Primeau, and Council Members Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 16 for 2011 passed. 
 
PUBLIC COMMENTS: None
 
 
At 8:30 PM, Council Member Nolin made a motion to adjourn the Common Council Meeting; Council Member Ceccucci seconded the motion. The motion passed.
