A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2012
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Ceccucci voted “AYE”.  Resolution No. 28 for the year 2012 passed.  A copy of budget transfers are attached.

A RESOLUTION APPROVING A SUPPLEMENTAL AGREEMENT TO THE BRIDGE AVENUE BRIDGE PROJECT
 
Mayor McDonald, “This was discussed at the last public workshop.  This will complete the project in the amount of $185,000.00, and bring it to a close.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Ceccucci, voted “AYE”.  Resolution No. 29 for the year 2012 passed.

A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE COHOES HOUSING AUTHORITY AND THE CITY OF COHOES FOR A PART TIME CODE ENFORCEMENT OFFICER FOR THE PUBLIC HOUSING PROGRM
 
Mayor McDonald, “As discussed with the Council at the last meeting in which Mr. Patricelli attended this will change the agreement.  There will be less revenue to the City for the inspection program, but more accurately reflect the level of effort put forward.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 30 for the year 2012 passed.

A RESOLUTION TO CONFIRM THE MAYOR’S APPOINTMENT OF A MEMBER OF THE COHOES LIBRARY BOARD OF TRUSTEES
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Signoracci voted “AYE”.  Council Member Ceccucci abstained from voting.  Resolution No. 31 for the year 2012 passed.
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Ordinance No. 3 for the year 2012
 
AN ORDINANCE AMENDING THE MINIMUM CONTRACT AMOUNT FOR BIDDING A PUBLIC WORKS PROJECT
 
Mayor McDonald, “This is an update to our purchasing procedures in the City Code to reflect legislation passed last year by the state that raised the threshold for competitive bidding of public works projects.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 3 for the year 2012 passed.
 
Mayor McDonald and Michael Durocher, City Comptroller gave a presentation of the state of the City Budget Finances.
 
Public Comments:
 
George Hebert, Masten Ave., “Thank you for a great job on the budget.  The average citizen does not realize the effort and hidden costs in formulating a budget and have to face everyday.”
 
At 7:31 PM, with no further public comments being made, Council President Primeau made a MOTION to adjourn.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
