Mayor Primeau led in the Pledge of Allegiance at 7:02 PM
 
Roll call was taken:

Council Member Signoracci
 
Council Member Signoracci made a MOTION to approve the minutes from April 23, 2013.  Council Member Kennedy seconded the motion.  All members voted “AYE”.  The motion passed.
 
At 7:02 a Public Hearing was conducted regarding Local Law 2-I for 2013 entitled:  A LOCAL LAW TO SUPERSEDE SECTION C3-9 OF THE CHARTER OF THE CITY OF COHOES RELATIVE TO THE SALE AND TRANSFER OF REAL PROPERTY OWNED BY THE CITY OF COHOES.
 
George Hebert, Masten Ave., “Was some sort of examination conducted for the underground?”
 
Mayor Primeau, “Soil samples were done, this is for additional parking.”
 
Council Member Turcotte, “Was there a change from the previous legislation?”
 
Greg Teresi, Corporation Counsel, “Yes, the legal description has changed.
 
At 7:05 PM, Council Member Nolin made a MOTION to close the public hearing, seconded by Council Member Turcotte.  All members voted “AYE.”  The motion passed.
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Local Law No. 2-I for 2013
 
A LOCAL LAW TO SUPERSEDE SECTION C3-9 OF THE CHARTER OF THE CITY OF COHOES RELATIVE TO THE SALE AND TRANSFER OF REAL PROPERTY OWNED BY THE CITY OF COHOES
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Local Law No. 2-I for the year 2013 passed.
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 18 for 2013
 
A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2013
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 18 for the year 2013 passed.  Transfers are attached.

A REFUNDING BOND ORDINANCE, DATED MAY 28, 2013, AUTHORIZING THE REFUNDING OF ALL OR A PORTION OF CERTAIN OUTSTANDING BONDS, STATING THE PLAN OF REFUNDING, AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $4,026,000 REFUNDING BONDS AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 2 for the year 2013 passed.
 
Introduction of Local Law 3-I for the year 2013 entitled: A LOCAL LAW TO AMEND THE CITY CODE REMOVING ALL REFERENCES TO THE COHOES URBAN RENEWAL AGENCY AND THE ECONOMIC DEVELOPMENT ADVISORY BOARD.
 
Public Comment:
 
George Hebert, 40 Masten Ave.  “I recently saw a city pick up truck being driven by a young man who was driving while talking on a cell phone while driving down Ontario St.  There is no excuse for this; the consequences of an accident could be devastating.  It is a law and should not be condoned or encouraged.  A notice should be posted that termination can/will happen if seen doing this, no questions asked.”
 
Mayor Primeau, “This will be looked into and taken care of, it will not be tolerated.”
 
At 7:16 PM, with no public comments being made, Council Vice President Nolin made a MOTION to adjourn.  Seconded by Council Member Turcotte.  All members voted “AYE”.  The motion passed.
