Mayor Primeau led in the Pledge of Allegiance at 7:02 PM
 
Roll call was taken:
 
PRESENT:      Mayor Primeau                                   EXCUSED:     Council Member Kennedy
Council Vice President Nolin
Council Member Turcotte
Council Member Ceccucci
Council Member Signoracci
 
Council Vice President Nolin made a MOTION to approve the minutes from May 28, 2013.  Council Member Signoracci seconded the motion.  All members voted “AYE”.  The motion passed.
 
At 7:02 a Public Hearing was conducted regarding Local Law 3-I for 2013 entitled:  A LOCAL LAW TO AMEND THE CITY CODE REMOVING ALL REFERENCES TO THE COHOES URBAN RENEWAL AGENCY AND THE ECONOMIC DEVELOPMENT ADVISORY BOARD
 
With no public comment, at 7:04 PM, Council Vice President Nolin made a MOTION to close the public hearing, seconded by Council Member Turcotte.  All members voted “AYE.”  The motion passed.
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Local Law No. 3-I for 2013
 
A LOCAL LAW TO AMEND THE CITY CODE REMOVING ALL REFERENCES TO THE COHOES URBAN RENEWAL AGENCY AND THE ECONOMIC DEVELOPMENT ADVISORY BOARD.
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Turcotte, Ceccucci, and Signoracci voted “AYE”.  Local Law No. 3-I for the year 2013 passed.

A RESOLUTION APPOINTING AN ALTERNATE MEMBER OF THE BOARD OF ETHICS
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 19 for the year 2013 passed. 
 
Resolution No. 20 for 2013 was tabled.
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 21 for 2013
 
A RESOLUTION APPROVING A MEMORANDUM OF AGREEMENT AMONG THE CITIES OF COHOES, ALBANY, RENSSELAER, TROY, WATERVLIET AND THE VILLAGE OF GREEN ISLAND (“ALBANY POOL CSO COMMUNITIES” OR “COMMUNITIES”)
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 21 for the year 2013 passed. 
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 22 for 2013
 
A RESOLUTION APPROVING A STATEMENT OF INTENT TO CONTINUE TO SUPPORT THE INTER-MUNICIPAL AGREEMENT FOR THE COALITION FOR COOPERATION ON ISSUES RELATED TO STORM WATER MANAGEMENT (“IMA”).
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 22 for the year 2013 passed. 
 
Council Vice President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 23 for 2013
 
A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2013
 
A roll call vote was taken, Council Vice President Nolin, and Council Members Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 23 for the year 2013 passed.  Budget transfers are attached.
 
Public Comment:
 
George Hebert, 40 Masten Ave.  “Has the Albany County Department of Health contacted the city regarding mosquito abatement?”
 
Mayor Primeau, “To my knowledge they are no longer offering this service.  We are reaching out to them.”
 
Larry Schoprel, 17 Younglove Ave., “I was here a couple of weeks ago regarding sewage backing up.  Sewage continues to backup every time it rains.  Every time it rains, I have video of manhole covers coming up, and water gushing up the side of the house.”
 
Mayor Primeau, “The Commissioner of OGS was in front of your house while it was raining yesterday and reported that it was flowing correctly.”
 
Jennifer Umholtz, 14 Younglove Ave., “I have sewage backing up into the sink in my basement that contains fecal matter.”
 
At 7:45 PM, with no further public comments being made, Council Member Ceccucci made a MOTION to adjourn.  Seconded by Council Vice President Nolin.  All members voted “AYE”.  The motion passed.
