At 7:02 PM a Public Hearing was conducted regarding Local Law No. 1 for 2014 entitled:  A LOCAL LAW TO AMEND THE CODE REQUIRING QUARTERLY REPORTS FROM THE COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT
 
At 7:03 PM, with no public comment being made Council Member Turcotte made a MOTION to close the Public Hearing.  Seconded by Council President Nolin.  All members voted “AYE”.
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Local Law No. 1 for 2014
 
A LOCAL LAW TO AMEND THE CODE REQUIRING QUARTERLY REPORTS FROM THE COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Local Law No. 1 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Ordinance No. 7 for 2014
 
AN ORDINANCE RENAMING A PORTION OF CEDAR STREET EXT., AS CARLSON WAY
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 7 for the year 2014 passed. 
 
Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci introduced Resolution No. 26 for 2014
 
A RESOLUTION APPROVING A STATEMENT OF INTENT TO CONTINUE TO SUPPORT THE INTER-MUNICIPAL AGREEMENT FOR THE COALITION FOR COOPERATION ON ISSUES RELATED TO STORM WATER MANAGEMENT (“IMA”).
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 26 for the year 2014 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2014
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 27 for the year 2014 passed.  Budget transfers are attached.

A RESOLUTION APPROVING A PROFESSIONAL SERVICES INSPECTION AGREEMENT OF A 500,000 GALLON WATER TANK AT THE FILTRATION PLANT AND AN ADDITIONAL AGREEMENT FOR PROFESSIONAL SERVICES OF ENGINEERING DESIGN AND REHABILITATION OF THE TANK BETWEEN THE CITY OF COHOES AND TANK INDUSTRY CONSULTANTS, INC.
 
A roll call vote was taken, Council President Nolin, and Council Members Kennedy, Turcotte, and Signoracci voted “AYE”.  Council Member Ceccucci voted “NAY”.  Resolution No. 28 for the year 2014 passed. 
 
PUBLIC COMMENT:
 
Tim Thibedeau, 113 Massachusetts Ave., “I have found many errors in Assessors data base.  At some point Vliet Boulevard was eliminated and needs to be corrected by the Council”.
 
Walter Harbacz, Vliet Boulevard, “2 years ago construction occurred on Vliet Blvd., at that time I was informed that repairs would be made.  As of today, nothing has been corrected.”
 
Mayor Primeau, “5 catch basins are in line to be done.”
 
Walter Harbacz, “Cars hit the catch basins all night long.”
 
Mayor Primeau, “It should be starting within the next couple of weeks.  The mud caps needed were just received.”
 
Randy Koniowka, 142 2nd St., “This is important to the Carlson family.”
 
At 7:35 PM, with no further public comments being made, Council Member Signoracci made a MOTION to adjourn.  Seconded by Council President Nolin.  All members voted “AYE”.  The motion passed.
