Public notice is hereby given that a public hearing will be given to all persons desirous of being heard in reference to a Local Law:  A LOCAL LAW AMENDING CHAPTER 107 (ANIMALS) OF THE COHOES CITY CODE INCREASING FINES FOR CERTAIN VIOLATIONS.
 
A Public Hearing will be held on March 28, 2017 at 7:00 PM in the Common Council Chambers, City Hall, Cohoes, NY

Mayor Morse led in the Pledge of Allegiance at 7:06 PM
 
Council Member Russell made a MOTION to approve the minutes from February 28, March 15 and March 16, 2017 meetings.  Seconded by Council President Briggs.  All members voted “AYE”.  The motion passed.
 
Mayor Morse asked for a MOTION to place Resolution No. 17 for 2017 to the top of the order, so the swearing in of the Members to the Board of Ethics could take place.
 
Council Member Russell made a MOTION to move Resolution No. 17 for 2017.  Council Member Smith seconded the motion.  All members voted “AYE.”

A RESOLUTION APPOINTING MEMBERS OF THE BOARD OF ETHICS
 
A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, Koniowka voted “AYE”.  Resolution No. 17 for 2017 passed. 
 
At this time, Charles Valenti and David Emanation were administered their oaths of office.

A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Local Law 3 for 2017 passed.

A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 21 for 2017 passed.
 
Public Comment:
 
Council Member Smith, “Today I received an e-mail, as you all know, from Council Member Koniowka, basically telling me not to communicate with him in any way or form.  As the Council Vice President, I find this difficult to do if I have questions or issues.  How can this Councilman effectively do his job?  I found this unprofessional and somewhat a little threatening.  With this said, I am asking that Mr. Koniowka resign his post in the 6th Ward.”
 
Council Member Koniowka, “Mr. Mayor, I don’t think this is the time or place for this type of dialog.”
 
Mayor Morse, “This is a public forum, and he is a Council Member, you guys have the right to share whatever comments or questions you may have.  I would tell you that, it is highly impossible for us to perform our duties, if we can’t communicate.  I am certainly not here to be a referee or arbitrator for disputes.  I am here to be the Mayor of our City and move it in the right direction.  It is imperative, issues need to be addressed.  We have to work together and be able to communicate.”
 
Council Member Napier, “I don’t think anyone here seriously thought Mr. Koniowka was going to resign his seat tonight.  I think to bring it up in front of a public forum was not correct.  This is not the way we should be perceived.”
 
Mayor Morse, “You do know e-mails are public information?”
 
Council Member Napier, “Yes, I understand that.”
 
Council Member Koniowka, “I agree 100%; I think it is petty to bring this up at this time.  Whatever personal differences we have, tonight was not the time or place to bring this up.”
 
Mayor Morse, “It doesn’t become petty when it becomes part of the public eye.  What it becomes is an embarrassment to each and every one of us.  I suggest that each one of us in this room that is elected by the public, A) to communicate with each other, and B) if there are issues; we take them up as professionals.”
 
At 7:35 PM, Council Member Napier made a MOTION to adjourn.  Seconded by Council Member Koniowka.  All members voted “AYE”.
