Mayor McDonald led the Pledge of Allegiance at 7:00 PM.

Roll call was taken:

Council President Kennedy made a MOTION to approve the minutes of the October 24 and November 14, 2006 Common Council Meetings.  Seconded by Council Member Grignon.  All members voted “AYE.”  The motion passed.

At 7:01 PM, a Public Hearing was conducted for  Local Law No. 10-I for the year 2006 entitled:  A LOCAL LAW AMENDING CHAPTER 255, ARTICLE 1, OF THE CODE WITH RESPECT TO A PARTIAL EXEMPTION FROM TAXATION ON REAL PROPERTY OWNED BY PERSONS SIXTY-FIVE YEARS OF AGE AND OVER

At 7:02 PM, with no public comment being made, Council President Kennedy made a motion to close the public hearing, seconded by Council Member Feeley.  All members voted “AYE.”

Council Member Riberdy introduced Local Law 10-I for the year 2006

 

A LOCAL LAW AMENDING CHAPTER 255, ARTICLE 1, OF THE CODE WITH RESPECT TO A PARTIAL EXEMPTION FROM TAXATION ON REAL PROPERTY OWNED BY PERSONS SIXTY-FIVE YEARS OF AGE AND OVER

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Local Law No. 10-I for 2006 passed.

At 7:02 PM, a Public Hearing was conducted for Local Law No. 11-I for the year 2006 entitled:  A LOCAL LAW AMENDING CHAPTER 255, ARTICLE VII, OF THE CODE WITH RESPECT TO A PARTIAL EXEMPTION FROM TAXATION ON REAL PROPERTY OWNED BY PERSON WITH LIMITED INCOME WHO ARE DISABLE

At 7:03 PM, with no public comment being made, Council President Kennedy made a motion to close the public hearing, seconded by Council Member Grignon.  All members voted “AYE.”

Council Member Riberdy introduced Local Law 11-I for the year 2006

A LOCAL LAW AMENDING CHAPTER 255, ARTICLE VII, OF THE CODE WITH RESPECT TO A PARTIAL EXEMPTION FROM TAXATION ON REAL PROPERTY OWNED BY PERSON WITH LIMITED INCOME WHO ARE DISABLE

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Local Law No. 11-I for 2006 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET

Council Member Riberdy requested if someone would explain about the chemicals being used at the water filtration plant.

Mayor McDonald stated that something could be arranged if he wanted.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 66 for 2006 passed.  A copy of transfers are attached.

A RESOLUTION AUTHORIZING ADOPTION OF THE STATE OF NEW YORK DEFERRED COMPENSATION PLAN

Mayor McDonald stated that there are advantages to the city as well as to the members of the plan, in regards to trusteeship of this agreement.  This resolution prohibits the City from getting procurements every 3 to 5 years as in the past.  It will also lead to the consolidation of current plans that are already in place.

Shawn Morse, 99 Jackson Ave., asked if someone would be coming to the city to work with each individual union so that members can transfer their money.

Mayor McDonald stated that a representative would work very closely with each member.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 67 for 2006 passed.

A RESOLUTION APPROVING THE AWARD OF THE CITY’S INSURANCE CONTRACTS

Mayor McDonald stated that the city’s insurance agent, Adirondack Trust Insurance, had given re-newel quotes for various policies.  They include, NYMIR at an annual premium of $386,694, McNeil & Company, Emergency Services Insurance Program at an annual premium of $44,157 and the Self Insured Medical & Prescription Umbrella Stop Loss policy to Gerber Life Insurance Co. at an annual premium of $83,635.20.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 68 for 2006 passed. 

Council Members Riberdy introduced Resolution No. 69 for the year 2006

A RESOLUTION LEVYING THE CITY AND COUNTY TAXES FOR THE YEAR 2007, AND DIRECTING THE CLERK TO EXTEND AND APPORTION SAID TAXES

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 69 for 2006 passed.

A RESOLUTION DESIGNATING THE RECORD AS THE OFFICIAL NEWSPAPER OF THE CITY OF COHOES

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 70 for 2006 passed.

A RESOLUTION DESIGNATING THE DEPOSITORIES FOR THE FUNDS OF THE CITY OF COHOES

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 71 for 2006 passed.

A RESOLUTION AUTHORIZING INCLUSION OF A NEWSLETTER WITH THE TAX BILLS

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 72 for 2006 passed. 

Council Member DeChiaro introduced Resolution No. 73 for the year 2006

A RESOLUTION APPROVING A CONTRACT FOR PURCHASE OF CERTAIN EQUIPMENT

This Resolution would allow the purchase of a backhoe through NYS OGS contract from S. C. Hansen, Inc. 423 Old Loudon Road, Latham, NY 12110 for $76,858.57.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 73 for 2006 passed. 

Council Member DeChiaro introduced Resolution No. 74 for the year 2006

 

A RESOLUTION APPROVING A CONTRACT FOR PURCHASE OF CERTAIN EQUIPMENT

This Resolution would allow the purchase of garbage truck cab and chassis through NYS OGS contract from H. L. Gage, 121 Washington Avenue Ext., Albany, NY for $114,773.58.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 74 for 2006 passed. 

Council Member DeChiaro introduced Resolution No. 75 for the year 2006

A RESOLUTION APPROVING A CONTRACT(S) FOR PURCHASE OF CERTAIN PLAYGROUND EQUIPMENT AND TO EXPEND FUNDS FROM A CAPITAL RESERVE FUND

This Resolution would allow the purchase of playground equipment through NYS OGS contract from R. E. Woodson, Inc., Rochester, NY for $128,781.

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 75 for 2006 passed. 

At 7:40 PM, Council President Kennedy made a motion to adjourn into Executive Session, seconded by Council Member Grignon.  All members voted “AYE.”

At 8:05 PM, the Common Council Meeting re-convened.

Council Member Primeau introduced Resolution No. 76 for the year 2006

 

A RESOLUTION APPROVING THE SALARY OF THE CITY ENGINEER

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 76 for 2006 passed. 

Council Member Primeau introduced Resolution No. 77 for the year 2006

 

A RESOLUTION RATIFYING THE TERMS OF, AND AUTHORIZING THE MAYOR TO EXECUTE, A MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF COHOES AND CSEA PUBLIC SAFETY DISPATCHERS UNIT

A roll call vote was taken, Council President Kennedy, and Council Members Feeley, Primeau, Grignon, Riberdy, and DeChiaro voted “AYE.”  Resolution No. 77 for 2006 passed. 

At 8:06 PM, Council President Kennedy made a motion to adjourn, seconded by Council Member Feeley.  All members voted “AYE.”
